While we are investigating this issue, I want to clarify a few things:

1. It is not possible to specify the OSDisk size in a DTL ARM template.

2. This issue (The issue mentioned in the edit) is fixed now. If you provision a regular VM using an image from the marketplace, you will get 128 GB OSDisk space whereas if you provision VMs using smaller images which are prepended with  "[smalldisk]" in the image title on Azure Portal, you will get 30 GB OSDisk space.
