Can I create internet facing load balancer for Azure VM's which are already a part of internal load balancer in Azure. We have our two virtual machines in same cloud service and we have setup the internal load balancer for the same. Now we have a need to make one of the web site hosted on this servers to internet. Can we create internet facing load balancer on same VM's which are already part of internal load balancer.  We have all our resources in classic mode.

I am assuming since you are using Classic VMs then you have a load balancer like described in this doc:

Regardless, you should be able to add a public facing one and either connect it directly to the VMs or to the internal load balancer

All in all, I would suggest you consider upgrading to ARM VMs as it would make what you are trying to achieve much simpler.
