I've created a .mht file as a Newsletter for my SharePoint 2010 site.
Next, on my site home page, I add webparts "Page Viewer" and paste the link to see this mht.

The problem is when I go on the site, it's always a pop-up asking me to download it (Save or Cancel). I'm not able to see it in the page. Every time the page refreshes, a new .mht file is downloaded. I just want it preview in the webpart.

You're going to have problems with mht files, and trying to find a workaround will be tedious at best. I suggest you save your file as .html to get around the issue.
