a Network Security Group is a group of rules that can deny or allow traffic to a given resource. For a Virtual Machine, you can add a NSG to a NIC on the VM, or a subnet that the VM is in. 

If the VM is put in a subnet with a NSG, that subnet's NSGs will apply to the VM without any additional configuration when deploying the VM. 

If you need an additional NSG on the VM, then add the NSG to the NIC when you create the VM.
