The RU configuration does not limit the total number of connections to a CosmosDB instance but it does determine how much data can flow before it becomes throttled. It might be more effective to extract CosmosDB data into a PowerBI data model and users can run reporting from the data model.

With PowerBI server you can possible offset the price of having a very high RU CosmosDB instance to support all the client connections from PowerBI Desktop client. With PowerBI server, users can use the PowerBI desktop client to author reports against PowerBI server, where the data model resides. Cosmos DB can then be used as a data store only, with just low RU setting to keep things economical.
