timer jobs are often created via feature receivers - may be this standard job also was created from feature receiver of one of standard features. If you would identify this feature - you may try to activate it (but I would recomment to test it on some test environment before to do it on production). This feature should be related with variations/publishing infrastructure and you may need to analyze their feature receivers (feature receiver type is specified in feature.xml) in .Net decompiler.
