I was reading that the MSDN Library is now available for download and that you don't need to be a subscriber to get it.  Is this correct and if so where can I download it from.

Other question I have is:  does the internet version of the MSDN on the Microsoft site do the job just as well or are you better having it plugged into your visual studio?

The MSDN Library is indeed available for download. You do not need to be an MSDN Subscriber to download it. As of the date of this post, the latest version is from December 2006. In the future, you should be able to go to the Microsoft Download Center and find any later versions by searching using the "MSDN Library" query string.
