This May solve your problem.try this

Select SQL Servers from vertical navigation panel.
Select your SQL Server Instance.
Click on Settings.
Go to General and click on Firewall.
Switch "Allow Access to Azure services" to ON.
Save your firewall settings.
Export your Database.
