I plan on installing a single server farm for my dev/test environment and I am the only SharePoint developer/admin. I want to use this environment to build apps, but also to test enabling services, configuring settings, etc., before doing these things in production.

I know I need a SharePoint 2013 Server license, but do I need to buy any user cals?  Just 1 (for me)?  If a cal is required, I know I have to buy a "standard" cal, as I won't be using Enterprise features.

I would suggest looking into getting MSDN for yourself. Yes, you'll need a server license. If you install Enterprise, then you'll need a Standard+Enterprise User CAL, as well. If you don't need Enterprise, then install the Standard version of SharePoint.
