When I try to create a VM in either UK South or West regions, all the sizes are greyed out and I cannot select anything. Is there an issue with VM availability in the UK regions?

No issues. The VM's are available when I check both regions.

4) The specific VM size you are trying to select is not available in your subscription. For example, N series VMs. They are greyed out for everyone until you open a support ticket to request access to those VMs.
