I have https://devbetter.com pointing at it. I've upgraded to a plan that includes Custom Domain support, but the Custom Domains page keeps requiring me to go upgrade to another plan.

App Services are hosted on App Service Plans. In order to add custom hostnames to an App Service it needs to be hosted on an App Service Plan with a D1 SKU or higher. 

You'll find more info on this if you click on the Scale Up menu item.
