Actually, you don't need to care on the D:\local low disk Since Azure App Service is PaaS which is you only owns the Code the Infrastructure that can be taken care by Azure.

You can find all the pricing details here

So here the disk space is only space which your code occupies. In case you want more disk space then you need to upgrade to the next higher tier
