The reason that I need to have it shared is due confidentiality/security - as it should have a workflow for the form to be approved by Regional Managers > HR Personal and submitted to Finance after approval or workflow completion, a manager from Los Angeles office should not be able to access/read a form from a New Jersey manager. The idea is to create a library or list for each office across U.S. where they will have their only permission.

I'm not sure if it's possible to bind a single InfoPath form to multiple list because the binding is one to one. Every field in the list should exactly same on InoPath form field. You're probably better off using same form but hiding/showing that critical field based on permission.
