I defined the email to our support email address when user click on contact the administrator while using SSPR for reset password, please see the image below.

However, it's not working as expected, when i click on contact administrator, i got email sent to the global administrators. Did I missing anything? I also set the support email account to the password administrator group and it doesn't help.

I believe the user for which you are trying to check the functionality is assigned some administrator's role like User Administrator, Application Administrator, Global Administrator etc. in Azure AD. I have tested it and it works fine for users does not have any roles defined.  Also, If SSPR is not enabled and you click on "Contact your administrator" from the password reset portal then administrators will get emails.  If you SSPR is enabled and users click on the link then helpdesk email will be populated in your mail box to send it out. Please refer to Customize the Azure AD functionality for self-service password reset documentation.
