I’m looking to build a simple system for colleagues in my workplace to register conflicts of interest. From what I know of Sharepoint, it should be able to do what I’m thinking of, but I could do with some pointers from people who are more in the know. 

I’d like to have a publicly available form with several fields. Once this is submitted, I’d like the information to feed into designated folders depending on the responses to certain sections of the form (each folder for a different directorate in the institution). Designated administrators will then have access to what’s submitted to the folders, as will the people who have submitted the forms. Ideally, people filling in the form should be able to change what they’ve submitted without having to create a whole new response. A central administrative team will have overall access to what’s been submitted to the individual folders. 

Does anyone know if, in broad terms, this is something that Sharepoint could do? Or would I be better exploring other options? Maybe a database of some kind?

Hi B- yes, you can do that in SP. Use a Designer workflow to copy the item to a certain folder after the user fills out the information:
