We have requirement about SharePoint site maintenance page at the time of servers down.

IIS root folder place the app_offline.htm file. This is working only for initial request. for initial request showing Site under maintenance custom page, After that showing default error message like "This page can't be displayed".

This will only function for as long as IIS is online. This is obviously not the case when you have a server restarting or when the upgrade process (binary patching and Config Wizard) stop/start IIS.
