I would like to migrate a MySql In App db to a dedicated ClearDB db. However, any migration tools I wish to use cannot access the db from the external world.

Is your current MySQL instance deployed to a VM? Can you create a firewall rule to allow traffic from an external IP address to then complete a migration of that database?
