I am working on a Discussion Board list inside my SharePoint farm on-premises 2013. now i have this weird problem..

Now we have a discussion board list (that does not have any reply) , and it is showing that the number of likes = 26, but when i hover over the likes, i can only count only 21 users.. as follow:-

so i am not sure what is the problem? now i know that there is a bug inside sharepoint on-premise's discussion board lists (on SP online the issue is fixed) that if someone unlike his previous like, the like count will be not be decreased.. so could this explain the issue i am facing.. so in my case 5 users (26 - 21 = 5) have like the item, then they chose to unlike it ? or the popup can only show limited number of users?

second point. currently the users popup which shows who like an item, will disappear after a couple of seconds. so is there a place to show all the users inside a separate view? so we can copy the users or extract them into excel sheet?

It’s by default that it’s only display 20 users and you when we hover over the likes. when a new user like the discussion, the oldest user will not be shown.
作为一种解决方法，我建议您编写JavaScript代码以显示喜欢的人"名称，以吸引所有喜欢此讨论的用户.
As a workaround, I suggest you writing JavaScript Code to display the Liked By names to get all the users who like this discussion.
