My requirement is to set a validation on Sub-Topic when Prime Subject is a certain value. So for instance:

How can I achieve this client side or Out of the box. I do not have the developers to write custom C#. We could manipulate some JQuery or JavaScript. Also, I would like to stay away from InfoPath as this is getting deprecated in the future.
