I am trying to identify a way in which I can create a custom site collection admin permission within sharepoint online. Basically we need to assign a reduced level of Site collection admin permissions to an account through which we can initiate crawling.

In case of SharePoint online crawling is not in your control as it is handled from the central admin of SharePoint servers managed by Microsoft.
