I  am using Sharepoint 2013 and when i am going to set unique permission for sites and pages with sharepoint designer , every thing is work fine.

but when i am going to set unique permission for lists and libraries with manage list permissions in list setting , "stop Inheriting permission" button is inactive and there are no check box per group.

Please check the following items in your SharePoint.
1. Click the Check Permissions to find out what permission the current administrator has on the current list or library.
2. Open your site with another browser and see if the problem still exists.
3. If this problem is unique to one of your browser, please configure your browser to add your site into trusted sites, and also add the site into compatibility view. Below is a reference for configuring compatibility view.
