Here is my suggestion for how you can accomplish this: 

1. Create a new Pay-As-You go subscription.

2. Follow the steps in this article for restoring a VM in a new subscription. 

3. Stop the VM so that it does not accrue any fees on your subscription. 

4. Start the VM the next year.

5. Change the subscription type to whatever you need it to be when you are ready to use the VM.
