I realise that one can explicitly search for filenames-only by prefixing their search terms with "filename:" and using wildcards to search for partial word matches, but is it possible to do configure it to search for filenames-only by default? Is it possible to customise in-place search at all?

I know in-place search uses the default result source for the site, but modifying the default site search scope isn't ideal, and in my testing, I couldn't get filename-only searching to work as in-place search seems to modify the search query before handing it off to the result source.

By default, SharePoint search does full content index. When you search a keyword without managed property filter, it will query all content, there is no way to query file name only.

If you want to only search file name, you need to use the managed property filter, like"filename:xxx".
