I am enquiring to see if it's possible to create a blank Virtual Machine (VM) in Azure that can boot from an ISO or OVA and install Cisco ISE? I understand that Cisco ISE is not officially supported in Azure, however as it supports hyper-v, so I am interested in testing this capability (if possible).

Unfortunately, Azure VM doesn’t supports boot from an ISO. Instead, you may try to do the same inside a Windows Server 2016 Azure virtual machine, which supports Nested Virtualization.
