I attempted twice this morning to buy and install SparkPost Free plan. If you use  free trial azure subscription to create Spark-post then you cannot use or not eligible for subscription credits for these purchases. While you are creating, you will get notified in the azure terms and conditions for validation to create as "The highlighted Marketplace purchase(s) are not covered by your Azure credits, and will be billed separately.
You cannot use your Azure monetary commitment funds or subscription credits for these purchases. You will be billed separately for marketplace purchases." Check whether you are notified. if you are in Pay as you go subscription then you need to contact your administrator.
