If you've a Pay-As-You-Go subscription, by default it creates a basic edition of Azure AD. Based on your requirement you can purchase the license and upgrade it to premium 1 or premium 2. With Azure free trial you get free edition of Azure AD and you can use the trial version of licenses to upgrade to premium.
