HI，
我在单服务器sp2016服务器场中安装了SQL2016 Enterprise版本.
I installed SQL2016 Enterprise edition on my single server sp2016 farm.

Due to costs I have been asked if I can downgrade that to standard version? Can I do that and if so can it be done as an inline operation?

You can uninstall SQL Enterprise then install SQL Standard. You can't do an 'in-place' downgrade.
