I created an alert rule using in Application Insights in the new Alerts tab (So not the Alert Classic tab). After succesfull creation, the alert is not visible in the alerts view. The alert is active because I get notifications in my email that the alert is triggered.

Another odd thing is, is that when I search for the alert using resources.azure.com, it pops up in the search quick results. But once I click on it, I don't navigate to the hierarchy location.

Also tried retrieving all alerts via powershell, but the newly created alert is not there. Creating the alert using ARM templates works, but with the same issue: it is active, but it is nowhere to be found.

When you create the rule, I would pay close attention to the Alert target and specifically the Action group location.  If you set both of those to your current resource group, you should see something like this:
