I want to create a new Function App inside our Azure account. but inside the create form, i can not find the option named "Pay-As-You-Go" inside our Function App's Subscriptions list, as follow:-

so can anyone advice why i can not find the "Pay-As-You-Go" option?

second question, as shown in the above image, i keep seeing a loading bar,, so not sure why my Function App's create form is not fully loaded??

Make sure you are in the correct subscription. I suggest you, change the directory as described in the documentation How to associate or add an Azure subscription to Azure Active Directory and see if it helps to resolve the issue.
