I have logged in as an user in developer portal. I managed to remove all the other details except the Profile via Template.

From the above Image, i need to remove the "Looking to close your account" & "Close account" options.

If you add user from API Management service => API Management => Users => +Add.

If you Sign up directly from Developer portal rather than adding the user from Portal.

Note: To remove "Close account" in the developer portal,I would recommend to close account and add user via portal.
