unable to create user in SQLMI getting the following message.

I was able to create the user two weeks ago with no issues. I restore the database then went to create the user, and now I'm getting the message above.

Hello,

Please make sure that your user exists in Azure AD. To check it, please open the Azure portal, go to Azure AD and list the users to makes sure the user is properly recorded in AAD.

Is that user an external (guest) user invited from another domain?
