I have an Azure App Service where I should deploy my webApi to.

I see de directory wwwroot only has the hostingstart.html file.

Although you can, i don't recommend creating them by hand manually :) Instead, why not publish/deploy your app? Here's a quickstart that covers deploying ASP.NET Core web app.

Because Azure App Service is built to run & support many different languages and frameworks across webapp, api-app and mobile-app development, it doesn't make an assumption on particular runtime configuration, which is why you're not seeing anything other than hostingstart.html file. Rather, selecting particular runtime environment is something you can configure easily through Application Settings. Hope this helps :)
