I have a requirement to query a calendar list with recurring events on Office 365 and SP 2016 on-premise using client side scripting. When used REST api calls, it did not return recurring events. If I used Lists.asmx web services either on SP 2016 on-premise or Office 365, it has returned the recurring events.

My question is - Is it best practices or recommended way of using out of the box web services such as Lists.asmx on Office 365 environment.

No, the web services are legacy and in most cases aren't required (User Profile web service was one of the last, but that's been replaced by other APIs as well).
