"No priority set on IP Restriction rules. Updating and Creating new rules will be unavailable until this operation is complete".

Then the warning is immediately replaced by the following error message:

"Update operation to add priority failed. Please click refresh to retry."

Now for some weird combination of events if I click away on the Locks section for the App Service and then click on both Resource and Subscription locks to check any locks (there are none!), I can now click back to the Networking > IP Restrictions and all messaging goes away and section loads as expected. At this point I go an try to add a Rule with all required fields Name, IP range, Priority, even a description and I get the following exception:

Edit IP Restriction Failed.: The parameter IpSecurityRestriction.Priority must be specified. has an invalid value.

I have looked at other sections in the Resource group and there are no firewalls configured or anything else in place that I can identify which would prevent me from editing this rule set.

Any help in understanding what is going on would be greatly appreciated!
