We're looking into the following use case where the IoT Edge devices at least will have an internet connection during install.

While the IoT Edge device is offline it's important that the device still works locally, i.e. the IoT Edge device have to be able to restart in case of a power loss etc. so the entire IoT Edge device including its modules must be able to start in an offline mode anytime after it have been deployed. The data created by the IoT Edge devices must also be cached locally during this time and synced to the cloud as soon as a connection is established (I've read about the possibility of deploying an SQL database as a IoT Edge module).

In fact Azure IoT Edge is now General Available for enterprise-grade scenarios like the one you described. Though please understand that not all Operating Systems are yet on the Tier 1 Support Level.
