Are you using the Slipstreamed copy of SharePoint that includes SP1? If not, that's the problem. SP2013 isn't supported on Server 2012 r2 until post SP1, so you have to make sure the media has SP1 included BEFORE you start the installation. That includes the prerequisite installer.
