After applying the April 2017 CU, we ran the SharePoint 2013 Products and Configuration Wizard.

I would contact MS support directly, re-creating the views etc. will not be supported. I suspect that the CU might be updating the views and that there is a failure mid-process where they are removed but not yet replaced.
