Is it possible to execute additional Scripts/Functions within the Deploy.ps1 file when deploying the template and passing the output of the function to a parameter within the ARM Template.

So basically an example would be creating a certificate on the KeyVault before creating a Service Fabric Cluster which I could then deploy the entire template that would do all the steps in 1 go.

You can’t directly define create Certificate in single ARM Template, you can define the Certificate details in Service Fabric Cluster-ARM Template.
