I have a user who can share to people outside of the organization however they cannot share to people inside the organization. They go through the motions of sharing and select the user in the list and it shows the share completing however that user never receives the e-mail. I have tested this with Edge, Chrome and IE on Windows 7, 8 and 10 to multiple internal resources. Any help would be great.

Are you sharing document library or list? For internal users , you can give permission to them. This will work.
