Did you try Control+F5 ? This would force the webpage to download all the resources.

Try to look from IEDeveloper tool if the new CSS came through or not. It might be that css file reference is not pointing to correct location.
IEDeveloper tool: IE8 and above, it is inbuilt. You can find it in ''Tools'' option of IE. For IE7, you can download[^] the same and use it.
