If you don''t want to create one by yourself, you can use some ready-made user controls. For example DevExpress has some nice stuffs.

Try DXDocking (For WPF) I think the demo is free.

Take a look at avalon dock, that is open source and works really well, without all the costs involved with DevExpress et al.
