That''s a very broad subject but yes all those devices can talk to each other but you will need some kind of transceiver/controller between your computer and the device you want to control.
For instance I have a board that accepts USB from my PC that I talk to through a serial port that in turn sends & receives messages through an XBee RF module that networks with another XBee transceiver that I have set up to control up to 4 A/C outlets. I can turn on/off any device that I plug into the outlet.
