It will. For the first step, try to reload VS and create some project from scratch (from WPF template, in fact). It should always show design view, but the existing project could be messed up, which often happens. One reason could be some code which does not compile.

If this does not help, you may need to reinstall VS. User preferences also could be messed up, you can try to remove them and start from scratch. Your existing projects will not suffer, of course.
