ASP.net is a request/response framework, so if the other end is disconnected then there will be no response.

As I understand it, you cannot have a disconnected offline ASP.net application.

If you want this kind of functionality you either need to build a stand-alone compiled executable application or switch to using HTML5 which can support this (see Gmail offline).
