Magnifier has nothing to do with ASP.NET, nothing in common with any server-side technologies and application specifics in general. It works on all application on the local machine be the discretion of the user if the local machine.

You cannot just "use" the magnifier in APS.NET application. I don''t think you need to do anything about it.

You might mean something very different. The question is not clear. If you mean implementing similar behavior, you could, for example, generate a picture on the fly on your server side on the client request with the location of a fragment and required zoom, pretty much the way Google Map does.
