Assuming I understand your problem and you are using some version of Visual Studio, use File New on the menu. Alternatively go to the Solution Explorer window and right click on the tree branch where you want to add something. For example, you can add a Project to the Solution, a Folder to a Project, or a File to a Folder. If you are using some other IDE then try the Help menu item. If you do not have an IDE then just create a file in the appropriate folder.
