As per the question you need the project to demonstrate your knowledge of web services....if you don''t have any knowledge...then its better to get some from the internet and once you get the idea I believe you can build one "Hello World" Sample by yourself.....

My advice would be to study Windows Communication Services (WCF) instead, as these services are the latest replacement for Web Services. A good project for playing around with WCF services would be a Network chat application.
