I am making a program the will do image detection. Before I go off and get any camera I was hoping the someone would tell me the type of things in the camera I should look for pixel, shutter speed, etc anything that might help in doing this right.
When doing this program there are many ways I could save this picture bitmap ,jpeg, which would be the best for the use of comparing images

Selecting a camera can be a quite tricky task which depends on a lot of factors. You should decide if you need a high resolution or a high framerate. Getting both is possible too but will most probably require you to use a professional camera.
What you need to decide is: resolution to use? minimum frame rate at this resolution? interface (usb, firewire, ethernet)?

At work we are using professional firewire camera ranging from 0.5MP to 5MP from AVT:

These cameras have a very complex interface and allow you to modify almost every parameter that you might wish including shutter speed and white balance.

For image processing you should always store the image loss-less. This means that jpeg is definitely a "no-go".
