I want to put a form at the bottom of the page so that i can make that as footer . I used height of the form to be 100% but it doesnt cover complete page.

What we are suggesting you is to have Div at the bottom of the page for footer. Any specific reason you are using another form?

In general, Masterpages are used for header/footer desiging of a webpage. Other than that, you can design and use traditional usercontrols too.
Look for basic page design samples and try.

For start and keeping things simple, place a div at the bottom with fixed height for your footer and then move to %age if needed.
