i want to make something like news bar on windows application (the form must be over all forms(applications) that is opened in the device ).

so i made form and i made it''s top most property to true but the problem is that it hides every thing behind it , i don''t want any form from any other application (which is opend in the device) to overlap with my form ....


i want my form to shift other things - (forms ,applications or icons ) that is on desktop - down my form ...
